The European Union's Import Control System 2 (ICS2) is transforming the way shipments entering or transiting through the EU are managed. For ocean freight importers, these changes mean new responsibilities and stricter pre-arrival data requirements. What is ICS2?

ICS2 is the EU’s enhanced customs pre-arrival security and safety program. Designed to improve supply chain security and streamline risk assessment, ICS2 requires importers and carriers to submit detailed shipment information before goods arrive in the EU. It replaces the previous ICS1 system with more comprehensive data requirements and an expanded scope, including ocean freight shipments.

What is Changing for Ocean Freight on April 1, 2025?

From 1st of April 1, 2025, ICS2 will require ocean freight importers to submit a complete Entry Summary Declaration (ENS) before cargo arrives in the EU. The key updates include:

Enhanced Data Requirements
  • More detailed shipment information must be provided in the ENS before cargo departs from its origin.
  • Additional data elements, such as precise descriptions of goods and consignee details, will be mandatory.
Earlier Filing Deadlines
  • ENS filing must be completed well in advance to allow EU customs authorities sufficient time for risk analysis.
  • Late or inaccurate filings may result in shipment delays or refusals at EU ports.
Increased Responsibility for Supply Chain Stakeholders
  • Freight forwarders, customs brokers, and carriers must work together to ensure compliance.
  • Importers must provide complete and correct shipment details to avoid disruptions.

Steps to Ensure Compliance Before April 1, 2025

  • Verify Data Accuracy. Work with suppliers and logistics providers to ensure complete and accurate data submission.
  • Understand Filing Obligations. Determine whether your carrier or freight forwarder will handle ENS filings on your behalf.
